Phone dead for 90 days

Dear Sir,

Inspite of my score of remindals about the fault in person to the concerned officers, still nothing happened and my phone was dead for more than 90 days and every month i am getting the bill for 407/-

Two time the lineman Nagappa noted my number and they have given one complaint number 228. Nothing happened so far.
