Sim card is not activated

Sir,

I have purchase BSNL sim card (no: 9405 911 712). To activate the sim I have made 55 rs refill as well.

I am able to receive the incoming call but don`t got any message from BSNL. Again i have refill 50 rs but it doesnt show the balance after that and it show message "your sim is inactive".
