Noisy telephone

My land line (33-24009411) remains noisy for more than last six weeks so much so, that we cannot decipher most of the incoming calls. At least eights complaints have been registered. For each of the one from telephone office calls to ask about the trouble. When it is explained he advises that it is due to rains, and will be over when the rains cease. The most funny part of their suggestion is that our neighbors do not have this trouble, as if they are posited in deserts.
