No proper service

We have Telephone cum broadband service from BSNL My landline is dead for more than a month I made complaint more than four times the service people they closes the complaints without rectifing the problems I pay my bills ontime through ECS. Why should i pay my bills without utilising the service the BSNL is Owing my money please suggest My Telephone no. is 044-26492553
