GPRS not activated

Sir,

I have a BSNL-Excel connection with Vennela offer. Many times I requested Customer care to activate GPRS connection for my mobile (handset NOKIA 5130 Express music) but they are not activating it and saying unfaithful reasons. Could you please solve my problem?
