Fake bill amount

During the month of Oct BSNL launched a scheme India Game on Demand from the broad band connection free for that month. We got the facility deactivated immediately but I am still getting bills ofRs.200/- per month in my bills. While visiting BSNL Jabalpur office they it is outsourced and no control over it. Please tell me how a govt body can cheat people.
