Phone dead

My phone number is 0401469. My phone is dead for the last 3 months. I visited BSNL Tolichowki office and informed them accordingly also requested for transfer of address, BSNL order reference 11158210964 dated December 26 '2009. I even visited the zonal office 3 times but no action has been taken so far. Request immediate action

or disconnect the line, so that I do not have to pay the bill.
