Refund of deposit on surrendering Land Line

I surrendered my Tele No 02831- 278281 in Jun 09. On surrendering I filled up a form regarding the place where to post the refund and i gave my home address in kerala. after few months when I enquired about my refund, BSNL replied that they've already despatched it to my PREVIOUS BILLING ADDRESS. The place which I already vacated. Further I contacted the Accounts Department and Grievance Cell, and they colud only suggest that, the customer need to take up the case of a loss of Refund Cheque after the normal validity period (6 months) of the Cheque. Then only the refund can be regenerated.

Does this find a foolish way do bring more work on everybody?

Then why they ask for a foreign address to despatch the refund amount?

Under which account are they going to link the Interest for these amounts?

I really appreciate the Grievance Cell, for atleast their response. Of course, further it doesn't made any result.. as it again trapped in the same RED TAPE net.

please advise the way it can be retrieved.
