Do not call not registered no action from BSNL despite reminders

Hello,

I have two mobile no 9480319473 and 9480193521 and inspite of registering DO Not call, I have not been given a regisration no and I contacted Bangalore telephone even top officials but nothing is working I also sent a mail to [email protected], which is also ineffective. Please help me and save me from unsolicited calls.
