Account not updated/Non working of Hello Tunes

I'm a cunsumer of BSNL Postpaid connection since last 2006. From last few months back the service provider disconnected my phone lines without informing outstanding @ Rs. 565/- though my credit limit Rs. -.Also, they added previous paid amount in next the next bill. I think it's trick of them to collect extra re-connection charge Rs. 100/-. I"ve one more complain, while I'm trying to take Hello Tunes service they accept my request but it's not worked though I've branded handset of Motorola company.
