I have a Mobile Postpaid Connection of BSNL. I had submitted an application to Vodafone for porting out of BSNL on Feb 03. On Feb 05 I received an SMS from Vodafone stating that BSNL has rejected my port-out application because of outstanding amount in my account. I had made payment for my bill of Jan and had attached the payment receipt of the same in my application. My next bill date is Feb 10. So, I do not have any billed outstanding. If and amount has not been billed to me, it cannot be treated as outstanding. Now to get clarification on this I have to be go all the way to BSNL office because BSNL customer care on the phone is worthless. In six years of the my association with BSNL, the first time that I got a call from BSNL Customer care was after I had put in my request for porting out. I found the entire experience very amusing. The customer care officer called me on my number and asked my name! Basic rule of customer service to your own customers - at least have his name and contact details before you call your customer up. The officer asked me why I was porting out. I simply told that to do anything - change bill plan or to get any information on my postpaid connection I have to go to the BSNL office everytime. This is ridiculous because for all other operators the needful is done simply over phone. Best part is that the BSNL call center does not even have the contact number of the local BSNL office! The officer said thank you sir and hung up. Wow... amazing customer retention. Not sure what was the purpose of the call from BSNL. Was it a retention call or an exit interview? Why is BSNL wasting money on such meaningless activity?

Any way coming back to my complaint - If I do not have any billed outstanding on what basis if BSNL rejecting my port out request? For any unbilled outstanding, the rule states that if I do not pay the same once it is billed to me, I am liable for suspension or disconnection. What is the meaning of this harrassment? I feel really sad at the fact that an organization that has the capability of being one of the top most Telecom companies in the world is simply a waste.

Is there anyway by which this complaint could be sent to the relavant regulatory authorities?
