Telemarketing calls even after registering in DND list

I have register my number (91 9819221402) in HUTCH DND (do not disturb) list so as to avoid unsolicited phone calls, but since last few days i am receiving some unwanted calls from telemarketing sales agents of various companies, even when i am on the roaming profile.

I would like to know is there any way by which we can launch a complain against such companies. So that my phone should be personal against of being a sales agent of other companies.
