Sim card problem

Sir,

i am docomo prepaid customer since in my area it has poor network. So i use another operator most of the time. Yesterday i put the docomo sim to my phone and it shows sim card registration failed. So i remove the card and re insert. This time mobile will not boot at all. I checked the sim with 4 other phones and the result is same. As i call to thier customer care from another number, they said to me to take a duplicate sim and it cost rs 75, now the mnp cost is 19rs only. But due to the problem of sim i cant port it. Is there any way to port it? Or is it right to charge 75rs for duplicate sim? I know other people facing the same problem. Their quality of sim is low and they force us to take duplicate simSir,
