Disconnection of outgoing and Std calls

The outgoing service to my telephone no 9869171270 have been discontinued since 6/9 for non payment of bills.

But i have opted for ECS payment through my bank and they have all the bills presented to them since last three years.

so how can there be an unpaid bill.

the bungling had happened at the MTNL office in June/ July when the changed the accounting system. I had lodged a complaint then but was informed that the accounts are being reconciled and the error would be rectified.

Now i have lodged a complaint at the website and also the Helpdesk since 6/9 but no action is happening.

I was promised that my phone services would be restored within 2 hours as they were mistakenly disconnected.
