Deactivating outgoing call

I am vodaphone prepaid customer. My no 9920353923. Within this year i have submitted all necessary document 03 times to vodaphone ministore at manpada, thane, maharashtra. Last I have submitted on 28/09. As per them it is government requirement. 29/09 it has been activated for out going call. But today it is deactivated for outgoing call. Message showing for government requirement it is deactivated. I have tried to contact customer care on 111/9820098200.But direct customer agent not in option. It is computer generated voice. I have tried with other phone, after 20 min connection nobody is pickingup. As it is chargeable for other network. What should I do now. I am doing service. In this year Ihave taken 06 days leave to submit document to Vodaphone ministore. Staff of the vodaphone store also not cooperating. I ask them after submission Of document why my profile is not getting updatted. Re ply It is not Your business. Last 02 Times they have not given any acknowledment, But this time I have taken one xerox as proof of submission of document.
