Post paid sim card hasnt started

Dear sir,

i hv purchased Airtel Sim card 250 rental plan on dated 28-07 thru "HYBRID FINANCIAL SERVICES LTD." for inr 300/- and was confirm by them that it will get acitivated within 72 working hrs but till date its not working, showing an error " sim registration failed" i called them but no respose even i called to airtel customer service as well as send mail but no result. so you r requested to advise what to do and how to resolve this issue.

pls note airtel sim card no - 8991921101215070198f also find below mail which i was submitted to "airtel customer service"
