SMS from TM and other service provide

Dear Sir

Though i have registred in DND from last 1 year, I am yet receiving sms from lots of provider, I have made 3 complaint against TM provider with BPL

and yet there is no action, this bpl people says 1st time, they get warning, 2nd time they get charged, and 3rd time theri licence get cancelled, but yet there is no action
