Extra charges of MODEM Since Nov

I had purchased MODEM for Broad band from BSNL in Oct. Before that it was rental for more than 18 months. But after purchasing MODEM still BSNL is charging monthly rental to me. I had done complaint in written, I am having with inwards no.

Previoualy they are saying we have installed new software after some time you will get correct bills and all adjustment will be done. now more than 8 months has gone nothing is done. BSNL is charging me MODEM charges.
