Bills not received

Sir,

I an not receiving the bills of my mob, 9868242029. instead getting SMS, On the basis of SMS counter clerk does not accpt the due amount and for duplicate bills, their computer system is generally not working, I understand many people are suffering from this problem. I hard copy or e-bill is customer right, why TRAI is not stepping in and force MTNL to send bills to customers.
