Queries regarding charges of activation of bsnl hungama

I got phone call from bsnl regarding activation of bsnl hungama at rs 149/- per month but they had not detailed be whether this charge is in addition to all ready existing charges of bsnl broadband which is rs 250/- or it is instead of rs 250/- they will charge rs 149/-

i had done several mail without any answer, kindly do needful in these matter.
