Not able to Out going in West Bengal Land Line and other Land Line

Sir,

My name is Sagar Gupta from Tamkuhi Road. I have Tata Docomo no. 8960691644. I am not able to call any land line no. in West Bengal and other state. So I have called many time for resolved this problem. But they not solved this problem and they disconnected my call. I am a student. I want to take admission, so I call institute for enquiry. Customer care say change Handset or switched off ur mobile for some time. This process have to done many time, but not solve my problem. Customer care not to take my complain.

So please help me sir.
