ACTIVATION OF DIALER TONE WITHOUT INFORMATION

Sir, I am S Kumar from Kanpur. MY mobile no is 9807858948. On which DIALER TONE facility became activated by AIRCEL without any information and without any request for Dialer Tone.

Telecommunications companies used to loot the money from users directly like robbers. How can i and lacs of user of India can rid from it? Plz take necessary action . thanks in advance.
