Whatsapp plan self activation instead of deactivation by the company itself

I had activated reliance gsm unlimited whatsapp and facebook plan on 24th Nov. and after activation too, my balance was getting deducted. I complained here and later my money was refunded after deactivating the plan.

On 24th dec, i suddenly find that this pack has been reactivated by itself even after deactivation by the customer care itself long ago. I called the customer care instantly and the pack was again deactivated after telling me that money will be refunded within 48 hrs. Since then neither the refund occurred nor the customer care responded satisfactorily. Every time i call customer care, I am just told that due to technical updates, nothing can be told for the moment and I should call a bit later.
