AIRCEL TELECOMMUNICATION
Send message to a number which already registred for do not distu

I am using the Aircel prepaid mobile number 07293235379 and I already registred under national do not disturb. But today, I got a meesage that, they (Aircel) deducted Rs.15 for dialler tune. Who give permission to deduct the amount from my account, moreover who give permission to send message to a number, which already registered for do not disturb.
