Not Responding Customers on Call centers

I have been activated for Missed Call Alert & they took me of the charges real time when i subscribe but afterwards i havent got any alerts from Airtel. And today i have faced a problem that i couldnt send messages & from morning onwards i been calling 198 & they have been attended and make me hold long time & afterwards it is getting disconnected. I can try this 3 times from my mobile to reach them up & afterwards the 198 not routing me to the customer care. Then i started to call from others Airtel number to 198 & asked for the status. But i have been facing the same issue. The customer care people doesnt have any responsibilty to provide customer good service & i got vex with the service problem. This is atrocious service & they not even return to my problem.

Please help me out. Or any possibilities of taking legal action against AIRTEL. As it hurts somehow personally.
