Outgoing calls barred without prior information

My ph is 8754142604 out going call being barred with out any prior information when called to customer service vanmathy responded in a very harsh manner told irregular answer then approached to nodal officers several times the result is zero without going calls i feel depreesed and a mental torture to me pls do somthing
