Postpaid Connection is not activated

on 23-Sep I have called in Vodafone customer care (111) for a postpaid connection the Vodafone customer care executive transferred my phone in postpaid department where Mr chardkant has talked to me and sent one executive from (Andromeda Marketing Pvt. Ltd.) for collecting the document the executive collected my pan card and ration card hard copy and he has given me a Vodafone simcard and receipt worth rate 350 rupees for the same. Next day I have a call from Andromeda marketing pvt ltd., for the document he said that please sent us a scan copy of eclectic bill for address proof and pan card on my email id ([email protected]) I sent this on the same email id. They said my connection will be activated within 48 hour, but my connection is still not activated even after 5 days. When I inquired about it from Vodafone customer care then they said that due to low income your application has been rejected they suggest me to go to nearest vodafone store and again provide address proof and ask for re-verification of address.

Again i am calling andromed again n again to know the status of my connection activation. They did not pick my call. Can anyone help me in this? I am really frustrated and don’t know how to take back my money?
