Non Delivery of Tour Package

Below is an e-mail that I received from Mr Ashish Kaul from Holiday Any Time after I made an online enquiry for yet another trip to India, this time taking my husband who hasn't been before.
After discussing and finalising with Ashish on the places of travel, we discussed payment and I was told to only make a deposit of 5%. By this time the flights from South Africa to Sri Lanka and from India back to South Africa was already done by Serendipity Tours. (Flight was booked on 22 July)
I paid the deposit on the 25 July and e-mailed Mr Kaul the proof of payment and that was when all the problems started.
I gave him a few days and e-mailed him. Below are his answers every time that I e-mailed him:

5 August - Tickets are done. Bookings are under process
13 August - He checked, no bookings have been done, company has tax issues, he needs till the 22 Aug.
23 August - Company accounts have been seized to tax and accounts are frozen, don't worry, my manager will settle everything within a week
2 September - Accounts are still frozen. Everything will be solved in a couple of days since 90% of issues are already solved.
12 September - Don't worry, e
