Picture coming as a single line, sound is ok

I ha pur onida black 21 inch in 2008 and tv has gone bad- picture coming as a single line, sound is ok.

the repair person is charging rs 1200 for ic replacement and rs 325 attending charges. How do i verify ic replacement chgs are ok or not??
