Not getting cylinde

Dear sir,

I Have transfer my cylinder from cylinder from goa to indore. I have subimitted my Cylinder nad regulator at margao, goa branch and get transfer letter, I went to bharat gas agencies at Flame and flame at jawar marg on 16.03. they told me to submitted copy of transfer letter and told that, they will send it to Goa branch for verification, Now 10days have passed still they are saying that they have not received verification letter from goa. So, please tell me that how much time it should take, What is the rule for transfer of gas cylinder, When I am producing original transfer letter, then why I am not getting my Cylinder, I am facing lots of problem. So please advice me.
