Not giving lapu balance to retailers by distributer A - 1 communication jalandha

I am a retailer of airtel mobile services under distributor A - 1 communication near H.M.V. college jalandhar

the main issue is that the distributor forced me and also the other retailers for buying gprs pack of rs. 98 or other non selling coupons with every transaction of lapu balance otherwice no lapu balance issued to me or also other retailers. so we all are facing a very big problem regards this from many months. so please help me
