Recharge amount deduction

I recd. a message as follows from AZ-650009:

Rs. 10 par 100 MB GPRS, validity 3 days.

But i have not activates any GPRS service on my mobile. And they deduct Rs. 10 from my current balance.

Actually, this is not occurring with me first time from Airtel. Every time i talked to Customer care about activation of services. But they not refund my any amount. Also, I asked them not to activate any service messages on my mobile. But they are not caring for it.

Should I close my Airtel connection?
