False transaction

Hi my self madhuparna dutta. I am an HDFC bank customer located near MG road Bangalore, I tried withdrawing money from Axis bank ATM, located near Dunlop Bridge kolkata. unfortunately the ATM machine did not dispense the money but amount debited from my account. what i need to do? where Should i Complain and how please help me out
