A Debit Card holder looted for 11, 543/-Rs.within half an hour!

Respected Sir/Madam,
Following incidence took place on 26Th. January i.e. on republic day of our nation raising many issues pertaining to safety of funds with ICICI bank. I am an officer in a public sector company under ministry of defense. I am your customer for more than a decade. Salaries of many co-officers and employees in my organization are credited by ECS in ICICI bank. Mine is a joint account.
While I was on a business trip to Chennai, my wife was to Big Bazaar which is hardly 10 minuets scooter drive from my residence. She parked her Activa scooter in their authorized parking lot and unfortunately, without collecting her wallet which was kept in helmet box, provided under scooter seat, she went for purchasing. After reaching in a shop, she noticed that her wallet containing debit card numbered above is forgotten in a scooter dickey. She immediately rushed to the parking, but by that time the wallet was stolen from the dickey.
This incidence has raised many doubts in our mind. Hope you will take little pain to clarify them.
1) She immediately tried to block the card by contacting your 24 hour customer service but almost for half an hour there was no response. She contacted me to Chennai, I also tried the numbers but unfortunately there was no any response. An immediate response would have saved my hard earned money.
2) When she could develop contact, she was asked about last transaction and other relevant details. She got information from call centre that there were two transactions from an Adidas shop worth Rs.1819/&-amp;2938/-.These were performed by the thief. She requested to block the card immediately.By the time card was blocked another two transactions took place worth Rs.3288/- & 3499/-.By immediately blocking the card at least it was possible to restrict these two transactions.
3) After reaching home from Big Bazaar she mailed the complaint to customer care, but surprisingly there was a telephone call on succeeding day.
4) The police complaint was lodged on 27Th.instant and photocopy was faxed to your office. Your representative approached my residence on 6Th. February.
5) The rebock dealer, where card was used did not have a web camera.
6) The act was performed on 26Th. January but mini statement print out shows that the transaction has taken place on 27 Th. January.
7) Can a security measure be introduced to debit cards to avoid such incidence?
8) The manager of adidas shop remembers the faces of culprit and has agreed to co-operate in case of police proceedings if any, like preparing sketching of the culprits. Can ICICI take up such issues and give confidence to their customers?
