FI not ready to send preclosure

On Tuesday, September 27 i got to know that my loan from CitiFinancial has been transfered to Future Capital. I sent a mail to check with them if i will automatically be eligible for this new interest rates or do I have to pay the Processing fee, I was OK to pay the fee if they give me the benefit. I got no response and i followed up continously both on mail and call. on Monday, October 31 exasperated by their apathy i asked them to send me the closure amount. This was also the time when i got to know that they have increased by interest to 14.75% and increased my loan suration by 5 months. On 26/11 i got a call from Mitesh who told me that they will not give me the benefit, that they have customers at 16-17% and that if i close my loan then the closure fee levied (they dont have a fix %) will be so high that the benefit i get by balance transfer to my other bank will be neutralized. I told him to send me the closure charges but again i was met with silence. In the meantime i got an approval for a lower rate and again send them a reminder on Wednesday, January 11 and since then i am waiting. Mitesh called me again 01/02 and told me that there is no hope but he will see if i can get a lower % but the chances are very low. I told him to send me the closure amount as the validity of the offer is expiring. SInce then another EMI has gone (from OCT 5 EMIs has gone) and no response. How do I get my pre-closure amounts that this month’s EMI has also gone? Is this unethical to not reply so that the EMIs keep going and my other banks approval expires
