Not providing Settlement letter & lien A/c every time a force to debit amount

Respected Sir,

With due respect, I beg to inform you that, I, Suman Mitra, am holding a credit card of HDFC Bank vide no. 5176 5210 0702 1837 against my savings bank A/c No 04691050011388 in same Bank from January. Basically the above No. credit card was issued to me against my Savings Bank Account.

Since month of February’09 I have been undergoing some financial crisis and not able to pay the credit card bill in proper time. The same had been updated to Bank in time properly. Suddenly in month of June’09 HDFC Bank Card Division had done a lien in my savings bank account due to the non payment of credit card bill without any prior intimation. I was in a very big financial trouble at that time and requested Bank to unhold my account but they did not bother & asked that was not possible for them to unhold a lien account and as per the Bank’s policy if once any Savings A/c can lien, Bank has no rights to free the account except debited lien amount.

After a telephonic discussion with HDFC Executive I had made a visit to HDFC Bank credit Card Division Kolkata office but they neither supported me nor unhold my account. Next day after a long telephonic discussion we had come to a negotiation that a final amount of Rs.28, 000/- (Twenty Eight Thousand only) as settlement against my dues. At that time they had deducted Rs. 24210.63 on 18.06.09 which had already held by the Bank, but did not hand over the settlement letter to me. After continuous follow up with Credit Card Division by E-Mail or by Telephone, Bank had updated me that the executive, whom I had made my settlement, had left the Organization & hence as of now I am not able to receive the settlement letter. At that time since the settlement letter was not provided and for that reason I had disagreed to pay any amount. Next month, I had to attain a Business Trip out side the state and had also informed the bank for the same and arranged to collect the pending amount after hand over the settlement letter. At that time one of Bank’s Executive (Mr. Dharam) had updated me that once I made the payment of minimum of Rs. Bank would handover the settlement letter. At the same month I had paid Rs.2, 000/- to HDFC bank urgently but unfortunately became a fool to receive the letter. I had communicated with Bank customer care by E-mail but not get any positive response form their side.

In between I had received two or three calls from Bank’s end during every month & while I had asked for my settlement letter they just avoided to attend to my query & disconnected the calls. After that I had come to know from one of Bank’s Executive Rimpa Das (4005210 / 40050420) that Bank had the earlier executive with whom my settlement terms were discussed against Rs. 2, 000/-, had been terminated from the Bank. Rimpa Das had asked me to be in touch with Ms. Swaswati Mukherjee at 9330409226 but she was not responding to my calls. Even after this, I had made desperate attempts to be in touch with Bank’s Customer Services but I was not attended by any of Bank’s customer Services team. Suddenly in the month of November Bank had further held up my account as lien and debited amount of Rs. 3152.98 from my account but not provided any settlement letter and neither any explanation for the deduction of amount from my account. Due to some personal as well as official disturbances, I became irregular to follow up with Bank’s Customer Service Desk continuously.

After the month of November I had been receiving calls from the Customer Care team and whenever I had asked for the settlement letter, they simply neglected my request and used to reply that they are arranging for the same and often the calls would get disconnected. If we go through with the recording version with Bank’s executive discussion with me we can get the actual fact. During April last week, I had received a call from one of Bank’s Customer care executive, asking for a new settlement in about Rs 13, 000 – 14, 000 but the same was not accepted by me as I had been earlier requesting for the settlement letter which was not provided by the Bank. And now on 25 June, I had come to know that my Net Banking Access was disabled for some time without any intimation or any of my fault and an amount of Rs 47241.96 has been held up by the bank as lien and Bank had updated me that the money had been held up as part of the terms & conditions of the Credit Card usage.

Presently I get a transfer outside the State with my family, I have been in a big scarcity of funds & more over since bank has held up my money, I am unable to carry out my basic activities. Today also I have been trying for a long time to connect with any of Bank’s executive in Kolkata – (033) 44005391 /033-44053678 (No s provided by Customer Service Office by E-Mail) but got busy many times. I have some dependency in my family & I will make plans accordingly based of my wages. So at present I am in very critical situation.

I would kindly request your intervention at the earliest to resolve this issue as me and my family is in mental trauma just because of the Bank’s behavior. Hence ensure to get release my blocked money and the settlement letter.
