Illegal claim for undelivered Credit card

I have applied for credit card, but the card is yet to be delivered by the ICICI Bank.

After three years, the bank is claiming that bank that outstanding dues of Rs.10907.49.

same amount has been deducted from my SB account. The ICICI bank authority replied as follows:

Dear Customer,

We thank you for your co- operation.

We confirm you that, credit cards were not delivered to you.

However, according to your authorization Lombard General insurance policy has been issued on the credit card account.

The policy amount of Rs. 5, 683.00 was converted into Instalments.

As on date there is no outstanding on the credit card account 5176 xxxx xxxx 7009.

We look forward to other opportunities to be of service to you.

here my question is:

If the card is not delivered by the bank, which is accepted by the bank, card is not activated, how the bank can claim for Insurance amount? I never received any document for insurance policy. In this circumstances, the icici bank illegally deducted Rs.10907.49 from my SB account.

The bank is illegally holding my money for more than 50 days. This amount to be returned to me with interest immediately.
