No tkt issued no money refunded

I booked four e tickets on 16.12.2009 from hardwar to allahabad and my account was debited with Rs 3800/- but neither the tickets were issued to me nor the refund has been made till date. The journey was to be made on 04.01.2010. I lodged a complaint in the last week of december also but no results so far. Please look into the matter urgently.
