PAN CARD not received

I am Sunil Kumar my consignment no is ZB0634701 having a PAN CARD no is BKPPK9721A is dispatched from (ITD) Mumbai but not yet received at my correspondent Address H.No-205C/1 Civil Lines Sasaram Dist- Rohtas (Bihar) Pin Code-821115. It was dispatched as on 15th march. The online status shows that it has been delivered- Returned to consignor. What does it mean can you explain me. why it is happen. I need the complete details of the status of consignment.

Please consider this as very urgent.
