Discontinue and continue the newspaper delivery

I am student of Govt. medical college Amritsar. my vendor of ht newspaper continue or discontinue the newspaper with his own will. he hardly delivered the newspaper 15 to 16 days a month.. i already call him 15 times and also inform the amritsar branch but there is no difference at all..
