Unwanted subscribtion of hellotune

Sir/madam

i activated new sim in month of dec and research with rs 111. after researching they block out going and incoming call. after some day i leave bihar and start using other sim. in begning of feb month my sim again activated and my balance is same as before but yesterday i check my balance . my balance is reduce by rs 45 rupees and unautharise activates hellotune on to my number. i told to customer care but they refuse.

now what i can do and who is responsible for this???
