Most respectfully submit the following few lines for your kind information and
necessary action please. I am a chronic co-ordiac patient having 3 major Blocks. I am
Turpu Kapu from Parvathipuram come under B.C, (D). of Vizianagaram District.
Despite the RLC (central) Vijayawada visit and letters cited vide item No.2. above so far no action is being initiated in regard to payment of OTA and compensation
of due Rests/CRs. I humbly request that they may be arranged at an early date in view of my extracted work forcibly to the tunes of the Officers as a bonded laborer from the formation of the Guntur Division without written instructions, without any criticism from the higher ups till the date of the retirement i.e. on 30..10..2009. the ultimate result of which I have been awarded with the Heart Disease.
I have been retired from Railway Service as a Chief Controller on the advise given by the Care Hospital, Banjara Hyderabad. Despite a Registered Lawyer! s Notice received by the SR.DPO/GNT and DRM/GNT on 09..02..2010 an amount of Rs.10, 83, 000 was released on date ..04..2010 duly pended payment of Rs.1, 84, 942 was paid in the month of 13 ..07 ..2010. Pension being drawn from 28.05..2010. as against Railway Board orders to finalize on the date of the VRS only which was delayed on prejudicial grounds. Even now the Bonus for the period 01..04..2009 to 30..10..2009 which was paid to working employees on 12 Oct was not paid to me so far.
I have been appointed to the post of Guard ‘C’ in the year 1976 through RSC/MAS and selected to the promotional post of SCOR in the year 1986. My normal promotion as per ACP is the Mail Guard. Now the present scale of the Chief Controller and the Mail Guard and the CHC are one and the same. Now the Mail Guard is given the pay element of 55% as pay element on the last drawn pay. Having appeared for the promotion to the post of SCOR I have foregone a huge amount exceeding Rs.20, 00, 000/- w.e.f 1986 in the form of mileage till the date of retirement which is to be compensated as per the rules on par with that of the Loco Running Supervisors
For instance Sri. J.K. Naik a Mail Guard who entered the Railway service as a Box Boy in the year 1979 and come to the Guard! s cadre in 1989 is drawing a pension of Rs. 17, 769/- and my self drawing a pension of 13, 693/-. Hence It is requested arrange to draw the pay element on par with that of Traffic Running staff.
I am under sick period from 16-02-09 to 30th October the same may be treated as on duty as I have sustained the Heart Disease only at the cost gross negligence on the part of both Personnel and Operating Departments in giving me the Duty Roster. Ex- gratia has to be paid accordingly. Further it is submitted that my ex-employer is giving the replies as he likes even on the information sought under the R.T.I. Act. My representation was submitted to the Ministry of Public Grievances and Pensions/ New Delhi who have forwarded my case to the Executive Director (PG) on 19..11..2010. to take necessary action. So far no action was initiated in regard to the settlements and entitlements. A registered Legal Notice was served on my ex-employer in October. So far action is not initiated.
Despite my representations, Legal Notices, and correspondence from the Central Government Officers such as Regional Labor Commissioner and Ministry of Pensions and Public Grievances action by the Railways is siphon. The Railways are dragging time not responded to any of the means. The Personnel Department in the Railways both Division and Zone were not able to maintain the important documents such as Service Register, Seniority Position, Implementation of Railway Board directives. If you kindly go through my case it will be clearly under stood that the Officials are not working.
Besides not drawing the wages as per the Railway Board directives they have changed the incremental date at their wins and fancies.
I have applied for my daughter’s appointment on compensate grounds there were clear instructions to that effect that suitable appointment will be provided to the wards of the employee retiring voluntarily. So far no such arrangement made in providing job to my daughter K. Ramya B. Tech (Civil).
Even though my self is a member of RELHS and 18 months passed after my V.R.S. so far the Permanent Medical Card is not given to me. It is requested to permit me to proceed to go direct to the Super Specialty Hospital in case of emergency for treatment without approaching the Railway Medical authority in view of non provision of medical aid to one of the Railway employee by the CMS/Guntur resulted the employee expired (Refer Eenadu Guntur Edition dated 08.04.2011.
Therefore, I do hereby earnestly requesting you Sir, kindly to intervene and to take such action that could release me from the mental agony and financial disability in view of the circumstances deteriorated health conditions.
