HR managers selling jobs illegally

I got to know that HR managers (I AM NOT claiming that all HR managers are corrupt but certainly few are) are extorting money for the jobs. I am not quoting other companies- even though they are very like to indulge in malpractices, I have no evidence against them. I know a guy who paid 3.5 Lakhs rupees (approximately 7000$) to get a job in IBM and the other guy paid 3 Lakhs (approximately 6000$) for Deloitte. These are hard to prove because both parties (HR manager-employer and employee) are involved in conspiracy. This is not only against the state (Indian) law but also a significant loss to the company.

NOTE: I am talking only about the' IT jobs' in Hyderabad, AP. This complaint is restricted only to INDIA.
