Connection transfe

Dear Sir,

I have recently got transferred my connection from Jaipur to Bangalore.

When i went to Bangalore dealer (with Termination voucher), he denied for giving a connection as my connection is only 2 month old.

As per him, connection should have 8 month old.

Please suggest is there any rule from Bharat gas that connection should be 8 months old.
