Very poor comsumer care and not delivering the gas at time

I am a consumer of Bharath gas with consumer number 30680. we have registered the gas on line on 21/09 for new gas cylinder after the completion of old one. Till today 5/11 the sandhya gas agency, thakaraparambu didnt delivered the cylinder.now our second cylinder is also vacant. In the online site they have mentioned that they have already delivered the cylinder on 26/10. but we dont know what happen .we have tried to contact the regional manager of HP through this number 04712706689 but nobody is responding but 5 times i have lost money. now what we want to do, to whom we need to complain

please do any thing if possible
