Improper supply of Cylinders

I am a cousumer of Bharat Gas. My dealer is K. Ramanaiah Gas Agency, Valasaravakkam, Chennai. The agency is not booking cylinder before completion of 21 days from the date of previous supply. Moreover, they are not supplying the cylinder in time. Now, I have booked on 09-01 but they have not yet supplied the cylinder (Today is 26-01), When I called the agency they they didn't pick the phone. I come to know that there is no time limit for booking the cylinder. Will the authorities pl. look in to this matter and solve?
