Harat gas booking for 2 cyl. card

Dear sir,

My last booking of domestic gas cylinder was 28/01. Distributor has given delivery of refilled cylinder on 10/02. I went to distributor for booking on 16/02. but he has refused to take booking . is there any instruction from the bharat gas to book only after 21 days?
