Extra money demand for road tax

All the bajaj dealers n service centre wala bhaiyas are solid cheaters.i got my new pulsar 180 recently n its handle was scrached n leg gaurd damaged also the scratch pad on tank was just pasted infront of me n now dey r askin me to giv dem additional 4000buks for new road tax rather i purchased my bike before the increased road tax was effective n they r not givin me my bikes rc.also dey r nt changing the leg gaurd.
