Cumpolosory taking of gas stove

I want to take a gas connection but whether Indan or HP gas all dealers are asking to take the gas stove as it is cumpolsory. But as i have already one i don't want another stove. I want to know whether it is compulsory? It is really shocking for me. We are helpless. Please help us and guide us in this matter.
