Deduction of mony from cancillation Ticket

Trail from Patna To Himgiri Express late by 11 hrs on their actual departure time 10.00AM on dated 06/02.

As per the relu and also confermed from TTE, if the trail is late more than 3 to 4 Hrs, the cancillation charge not apply. But in the Patna Railway stationReservation counter, mony dedected 50% and during the discussion the pepole not justified me. Their are so mant crowed.

This is mantly hrassment.
